  17. <p>Church and state battle over a St. Patrick's Day parade
  18. </p>
  19. <p>     Cardinals and big-city mayors ought to have greater concerns
  20. than deciding who marches in local parades. But in New York
  21. City's hopelessly fractious public discourse, a spat over
  22. including homosexuals in the annual St. Patrick's Day
  23. celebration has once again grown into a political war. After the
  24. organization that has staged the parade for more than 150 years
  25. refused to permit gay groups to march under their own banner,
  26. Mayor David Dinkins handed control of the parade to an ad hoc
  27. group that favored including the gays. John Cardinal O'Connor
  28. used his pulpit to decry Dinkins' transmogrification of "the
  29. religious to the political."  A judge will rule whether the
  30. parade is a religious or public event.
